Communities, ecosystems, and economies in this region face the compounded threats of rising temperatures, erratic rainfall, land degradation, water scarcity, and biodiversity loss. These pressures directly affect livelihoods, food systems, public health, and infrastructure while heightening the risk of conflict over natural resources.
At HACOF, we recognize that sustainable development cannot be achieved without a deliberate and integrated focus on climate resilience and environmental sustainability. Our approach places climate and environmental considerations at the center of development planning, infrastructure design, and policy reform. We support governments, development partners, and private sector actors to mainstream climate-smart solutions and environmental safeguards in ways that are both technically sound and locally appropriate.
Our work is aligned with key global frameworks such as the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the Sustainable Development Goals. Regionally, we contribute to the implementation of national climate strategies, Nationally Determined Contributions (NDCs), and green growth pathways.
HACOF conducts in-depth climate risk assessments that identify climate-related hazards, exposure levels, and vulnerabilities at national, subnational, and community levels. HACOF supports development actors to comply with national and international environmental and social safeguard requirements. We lead Environmental and Social Impact Assessments (ESIAs) and develop corresponding Environmental and Social Management Plans (ESMPs) for infrastructure, energy, agriculture, and extractives projects. Our work ensures that environmental risks and social impacts are properly identified, mitigated, and monitored throughout the project lifecycle.
We also provide institutional support to regulatory agencies and project developers to build capacity for enforcement, reporting, and stakeholder engagement in line with international standards such as those of the World Bank, IFC, and AfDB.
Access to and management of natural resources such as land, forests, water, and pasture are central to livelihoods in the Horn of Africa. HACOF works to improve natural resource governance by supporting community-based management structures, clarifying land tenure systems, and strengthening the role of traditional and formal institutions in dispute resolution.
We also assist with the development of land-use plans, watershed management strategies, and cross-border natural resource agreements that promote peaceful coexistence, reduce degradation, and support sustainable livelihoods. Our work is grounded in the belief that well-governed natural resources are essential for resilience, economic productivity, and conflict prevention.
To unlock finance for climate and environmental initiatives, HACOF provides advisory services to governments, development agencies, and private investors. We conduct value chain and market assessments, support agricultural and pastoral livelihoods, and guide the development of rural infrastructure such as feeder roads, water systems, storage facilities, and market access points. We promote women’s enterprise development, facilitate empowerment platforms, and expand access to financial services to strengthen rural microenterprises and household resilience.
HACOF strengthens the resilience of rural and urban settlements by integrating climate considerations into infrastructure and planning processes. We conduct flood and drainage modeling for urban areas, design climate-smart infrastructure, and support communities in strengthening early warning systems and disaster preparedness.
